shodaime has the ability to control the bijuu but he is not the only one that can do that... Madara Uchiha, the leader if the Uchiha clan and also on the same level with Shodaime, can also control the bijuu as a matter of fact he is the one that send the nine tails to Konoha as a revenge.

Yes,he was able to capture and control all of the bijuu,and because of this it had given power,however so the leaf village or one village in particular don't have more power then another,he gave each a bijuu to each village to balance out the power. Also he had done this as a sign of peace between the village and showing trust as well.

Well, I know that the Shodai Hokage was capable of controlling bijuu but I don't think he distributed it to other countries. The countries, I think, were already capable of handling beasts themselves. What I mean to say was, Shodai hokage did not give it to them.
