Is it true that cbse board question papers are available before the exams?

A friend of mine told me that her tuition teacher gives out the cbse board year 10 and 12 exam papers before the exam. With this sum of the students evn scored a 100% easily. Is this possibly true?Is it true that cbse board question papers are available before the exams?
No that is not possibly true. Had it been true all the students of that teacher would have scored 100%.
